Legal requirements for charging infrastructure
Building Electromobility Infrastructure Act (GEIG)
- New construction of residential buildings with more than 5 parking spaces: Each parking space must be equipped with empty conduits for charging infrastructure.
- New construction of non-residential buildings with more than 6 parking spaces: Every third parking space with empty conduits, at least one charging point.
- Major renovations of residential buildings with more than 10 parking spaces: Equip all parking spaces with empty conduits.
- From 1 January 2025: Non-residential buildings with more than 20 parking spaces require at least one charging point.
Condominium Ownership Modernization Act (WEMoG)
- Every homeowner and tenant with a parking space is entitled to a charging point.
- Decisions can be made by simple majority.
- The costs are usually borne by the users or consenting owners.
Charging Station Ordinance (LSV)
- The Federal Network Agency must be informed.
- Applies to public charging infrastructure.
- Regulates plug types, operating obligations, payment and billing standards.
Key players in the implementation
- Charge Point Operator (CPO)Responsible for the operation, safety and maintenance of the charging station.
- Owners of the charging infrastructureIt bears the costs, concludes the electricity contract, and takes care of maintenance.

- Network operatorProvides grid connection; must be informed about charging installation.
- E-Mobility Provider (EMP)Enables access and billing, often offers charging cards.
