This is shown in the current 2025 heating cost statistics from the real estate service provider Minol, which analyzes consumption and expenditure for heating and hot water in 2025 based on heating bills from hundreds of thousands of households.

Overall energy consumption remains at a moderate level, but shows a slight increase for several energy sources in the current billing year. For natural gas, average consumption for heating and hot water rose from 119 kWh to 123 kWh per square meter of living space in the current billing period. At the same time, costs increased from €16,03 to €18,08 per square meter, representing a rise of 12,8 percent. For heating oil, consumption for heating and hot water increased from 119 kWh (11,9 liters) in 2024 to 124 kWh (12,4 liters) in 2025 per square meter. Costs decreased slightly from €15,87 to €15,43 per square meter.
District heating costs are rising significantly
District heating consumption remained almost identical at 106 kWh per square meter in 2024 and 107 kWh per square meter in 2025. However, costs increased significantly by 27,2 percent to €17,94 per square meter. This is due to the way the district heating market operates: price adjustments follow contractually agreed formulas that reflect energy price indices with a time lag of up to 15 months. As a result, the price spikes of the energy crisis are only now partially impacting end-customer prices.
Heat pump performs best
With an average consumption of 86 kWh and costs of €9,33 per square meter for heating and hot water, it is significantly cheaper than all fossil fuel alternatives. Since heat pumps are not subject to CO₂ pricing for fossil fuels and the increasing share of renewable energies will have a dampening effect on electricity prices in the long term, this cost advantage could increase further in the coming years.
Residents of large buildings have an advantage.
A consistent trend continues to emerge regarding building size: the larger a building, the lower the consumption and costs per square meter. Larger apartment buildings benefit from more efficient heating systems, more even heat distribution, and lower heat losses per unit. Heating-related ancillary costs such as maintenance, operating electricity, and meter reading are also significantly lower in these buildings.
For an average two-person apartment with 95 square meters of living space in a ten-unit building, the annual costs for heating and hot water in the current billing period were around 1.718 euros for natural gas heating, 1.466 euros for heating oil, 1.705 euros for district heating and about 887 euros when using a heat pump.
Moderate consumption, rising costs
“The figures confirm what we have been observing for years: Consumption remains moderate, partly due to greater transparency in consumption recording and the requirements of the current Heating Costs Ordinance. Nevertheless, costs are rising because energy prices, infrastructure costs, and network charges are increasing. The district heating increase of over 27 percent is a particular warning sign,” explains Oliver Bartsch, Head of Billing at Minol Messtechnik W. Lehmann GmbH & Co. KG. According to the Heating Costs Ordinance, landlords must convert their buildings to remotely readable metering technology by the end of 2026 at the latest and provide their tenants with monthly consumption information. This allows residents to better understand and manage their energy consumption, which is all the more important given the high energy prices.
Improving the energy efficiency of buildings
In addition to digital measurement technology, holistic energy solutions for existing buildings are gaining in importance.
