For billing periods beginning on or after December 1, 2021, consumption comparisons and information on energy consumption are mandatory according to the new Heating Costs Ordinance (HKVO).

Leinfelden-Echterdingen, November 2022: The new Heating Costs Ordinance came into force on December 1, 2021. In addition to the obligation to use remotely readable metering equipment, the provision of interim consumption information (uVi), and the mandatory connection to the Smart Meter Gateway from December 1, 2022, heating bills must be enriched with further information.

First important findings on consumption

The metering service provider Minol has already implemented the requirements. All heating bills, including those for properties without remote metering technology, whose billing period begins on or after December 1, 2021, will have two additional pages added. For the first time, homeowners and tenants can gain important insights into their consumption patterns directly from the bill. Using this expanded information, residents can compare their consumption with the previous year or with a standardized average user. Furthermore, information on the building's energy consumption must be provided. This includes, for example, greenhouse gas emissions and information on the energy mix. Throughout the year, Minol offers consumption information for properties with remote metering technology via its "Minol eMonitoring" product. This allows apartment occupants to also check their consumption trends on a monthly basis.

Better consumer education

The legislator expects this expanded information in the billing statement to lead to better consumer understanding. With more precise information, residents can assess their consumption and, ideally, be encouraged to utilize further savings potential.
