Modular water meter program for all applications
Radio-controlled water meter from Brunata Minol
Wireless water meters for cold and hot water in residential buildings reliably record consumption in individual units, enable fair billing, and make a significant contribution to energy efficiency. They are legally mandated and form a key basis for modern submetering and sustainable building management.
All Brunata Minol radio-controlled water meters transmit consumption data digitally via the radio system. Minol Connect and thus meet the requirements of the Heating Costs Ordinance (HKVO), which prescribes remotely readable measuring equipment in submetering.

Legal framework for water meters in the housing industry
The use of water meters in Germany is clearly regulated and subject to several legal requirements. The Heating Costs Ordinance (HKVO) obligates landlords to bill heating and hot water costs based on consumption. Since December 2021, newly installed water meters must also be remotely readable. Existing devices must be retrofitted accordingly by the end of 2026. The Measurement and Calibration Ordinance (MessEV) stipulates that water meters must be inspected and calibrated at specified intervals to ensure measurement accuracy. Furthermore, the Operating Costs Ordinance (§ 2 BetrKV) generally allows the costs for acquisition, maintenance, and calibration of water meters to be passed on to tenants.
Why are water meters important in the housing industry?
Water is a valuable resource, and its responsible use is becoming increasingly important. In multi-family buildings, water meters ensure fair and consumption-based billing among residents. At the same time, they help identify potential savings and increase building efficiency.
In modern housing, water meters are increasingly being digitized. Radio-based systems allow consumption data to be transmitted automatically and securely – without manual reading. This significantly reduces the workload for property managers and increases convenience for tenants.

Wireless water meters in the housing sector make a significant contribution to energy efficiency. Knowing your consumption allows you to actively influence it. Wireless systems like Minol Connect also enable convenient visualization of consumption data. This makes sustainability measurable and transparent.
- Raising awareness: Tenants see their actual consumption and use water more sparingly.
- Efficient building management: Operators identify unusual consumption patterns early on.
- Sustainability: Less water consumption means less energy required for heating and lower CO₂ emissions.
Implementation of the current heating cost regulations
According to the Heating Costs Ordinance, heating costs in buildings must be billed based on consumption. Since the 2021 amendment to the Heating Costs Ordinance, the following applies:
- Newly installed water meters must be remotely readable.
- Existing devices must be retrofitted by the end of 2026.
- From 2027 onwards, only remotely readable systems will be permitted.
Landlords and property managers must therefore switch to electronic, remotely readable water meters by the end of 2026 to comply with legal deadlines and benefit from digital advantages. Remotely readable water meters are the basis for fair, efficient, and future-proof heating cost billing. They combine precision with digital technology and actively contribute to saving energy and reducing CO₂ emissions.
